The Reds had a fine season under Jurgen Klopp, with Liverpool securing a top-four spot, as well as reaching the Champions League final.
However, City stormed to the Premier League title, becoming the first side to reach 100 points in a season.
And Bellamy says Liverpool, who finished 25 points behind City, can win the title next season if they land two stars this summer.
"Due to his record with Dortmund in Germany, he proves he can win titles," Bellamy said on Sky Sports.
"I believe Spurs have had a good season, qualified for the Champions League while playing Champions League football, that's difficult.
"But Liverpool have done it, and they have a Champions League final now to look forward to. The way they got to the final, the way they played in big parts of this season, you have to be optimistic about them next year.
"They have one or two players they've already signed, I can only see (them needing) one or two players more, and they have every chance of Manchester City because they have the firepower.
"If you have the firepower, you can compete. With a manager like Klopp, with the intensity and the way they play, they are a serious threat."
The Reds have already completed the signing of RB Leipzig star Naby Keita, who will become a Liverpool player on July 1.
Liverpool will now turn their attention to the Champions League final on Saturday, May 26 in Kiev, where Klopp's men will face Real Madrid.
